About the Role ACE Properties is looking for a detail-oriented Civil Procurement Officer to manage the sourcing and procurement of construction materials, civil works, and related services across our real estate projects. All of this must follow company policies and approval procedures. You will work closely with Quantity Surveyors, QA Officers, and site teams so that rates are verified, deliveries are reconciled, and invoices match the approved rates. You will report to the Manager Procurement. The role directly affects the cost, quality and timely supply of materials for our projects. It suits a procurement professional who knows construction materials and market rates well and keeps accurate, site-wise records. Responsibilities Vendor Sourcing & Negotiation • Source and maintain approved vendors for construction materials, civil works and related services. • Negotiate rates, document vendor commitments, and keep records of quotation validity and price variation clauses. • Support vendor evaluations and annual rate benchmarking. Quotations & Comparative Statements • Obtain competitive quotations separately for each project site, and request updated rates when market prices change. • Prepare and check Comparative Statements of Quotations, making sure rates, quantities, totals and tax calculations are correct. Purchase Orders & Compliance • Prepare monthly purchase orders for contract-based supplies, and make sure invoice rates match approved rates. • Process requisitions, comparative statements and purchase orders through the ERP or relevant portal, in line with company policy. Site Coordination & Reconciliation • Work with Quantity Surveyors, QA Officers and site teams on rate verification, Goods Received Notes (GRNs) and supply reconciliation. Record-Keeping • Keep complete procurement records for each site. Requirements Qualifications & Experience • Bachelor’s degree in Supply Chain Management, Procurement, Construction Management or a related discipline. • 3–5 years of relevant experience in construction procurement, supply chain or site purchasing. • Knowledge of construction materials, measurement units (CFT, tonnes, bags) and current market rates. • Experience preparing comparative statements and carrying out rate analysis. • Proficiency in MS Excel and HRMS, ERP or similar procurement systems. Soft Skills & Leadership • Negotiation: strong vendor sourcing and rate negotiation skills. • Attention to detail: accurate rates, quantities, totals and tax calculations. • Compliance mindset: follows company policy and approval procedures consistently. • Coordination: works effectively with site teams, Quantity Surveyors, QA and technical departments. • Communication: clear and professional with vendors and internal teams. • Record-keeping: keeps procurement documentation organised and site-wise.
