Overview Ramos CS, now part of Colliers Engineering & Design, is an engineering, program, and construction management firm providing quality transit, transportation, and infrastructure consulting services on public projects across the Western United States. We focus our solutions on mobility-related projects that serve the needs of our communities within the municipal, transit, transportation, airport, and port sectors. With a staff of diversified, licensed professionals, our philosophy stems from the idea that successful project execution starts with people. We are seeking a Resident Engineer to support construction of the Willow Rock Energy Storage Center (WRESC), a nominal 520-megawatt (MW) gross (500 MW net) advanced compressed air energy storage (A-CAES) facility in Kern County, California, approximately 4 miles north of Rosamond. The Resident Engineer will provide senior-level engineering oversight across the site's four 130 MW power turbine trains, thermal storage systems, air storage cavern, and the associated 19-mile 230kV gen-tie interconnection to Southern California Edison's Whirlwind Substation, serving as the primary technical resource for engineering. Responsibilities • Serve as the senior engineering point of contact on-site, responding to design and engineering questions raised by contractors and field staff. • Review contractor submittals, RFIs, and change order requests for technical accuracy and conformance with design intent. • Oversee and support Field Engineers and Construction Inspectors, providing technical guidance and quality control direction. • Monitor construction progress against design documents, specifications, and project schedule. • Attend and lead site meetings, progress meetings, and technical coordination calls as needed. • Review and approve engineering documentation, as-built conditions, and field-generated design changes. • Identify and help resolve field conditions that require engineering re-design or contract change orders. • Promote a Safety First approach across all site activities. Qualifications • Bachelor's degree in Civil, Mechanical, Electrical, or related Engineering discipline. • Active California Professional Engineer (PE) license required. • 10+ years of experience in heavy industrial construction, with demonstrated ability to respond to engineering questions in the field. • Strong understanding of design engineering concepts across civil, structural, mechanical, and/or electrical disciplines. • Ability to read, write and understand English for purposes of comprehending written job-related communications and verbal instructions and interactions. • Experience on power generation, energy storage, or other heavy industrial/utility-scale projects. • Experience working alongside EPC contractors and multi-disciplinary design teams. • Availability for regular site visits and meetings — full-time field presence is not required. Compensation: $160,000 to $185,000 per year (depending on qualifications) What We Offer Ramos Consulting Services, now a part of Colliers Engineering & Design, offers competitive benefits that support our employees in their life and career. This position is eligible for company benefits including but not limited to: • Employer-Provided Healthcare: 100% employer-paid medical, dental, and vision insurance for employee base plans. We also provide a 40% employer contribution toward dependent or family coverage plans. • Paid Time Off: 120 hours of combined PTO and Sick Time annually, in addition to paid holidays. • Retirement Planning: Participation in a 401(k) retirement plan with a generous company match of 50% on the first 6% of employee contributions. • Flexible Spending Accounts: Pre-tax FSA/HSA options for medical, dental, and dependent care expenses to help manage out-of-pocket costs. • Employee Wellness & Support: 100% employer-paid Employee Assistance Program (EAP) providing 24/7 confidential support for work-life balance, financial wellness, and emotional well-being. • National Resources & Career Growth: As part of the Colliers Engineering & Design national platform, employees have access to expanded technical resources, mentorship, and diverse career development opportunities across the Western United States and beyond.
