The Role
The Program Manager (Strategic) leads enterprise and portfolio-level programs that span multiple business functions and technology domains on behalf of the Senior Director – IT Strategy & Business Enablement. The role owns strategic initiative delivery from business case through execution to realized outcomes, providing executive-facing program reporting and governance for the Association's highest-visibility, cross-functional programs. It is distinct from tactical, squad-embedded project delivery roles within Engineering and Technology Delivery, operating instead at the enterprise and portfolio level with direct accountability to executive leadership.
You will:
Strategic Program Leadership and Portfolio Alignment
• Lead enterprise-level strategic programs that span multiple business functions, departments, and technology domains — translating the Senior Director – IT Strategy & Business Enablement's priorities into an executable program roadmap.
• Own the strategic program portfolio view, ensuring individual initiatives are sequenced, resourced, and aligned to enterprise objectives rather than optimised for a single function.
• Identify where strategic programs intersect with tactical delivery work managed within Engineering and Technology Delivery, and coordinate at the portfolio level without directing that delivery work day to day.
Cross-Functional Initiative Delivery
• Lead delivery of complex, cross-functional strategic initiatives from business case through to realized outcomes — coordinating contributions from multiple business units, external partners, and technology functions.
• Own the end-to-end program plan, dependencies, and risk position across all contributing workstreams.
• Resolve cross-functional delivery conflicts and resourcing trade-offs, escalating only genuine enterprise-level decisions to the Senior Director – IT Strategy & Business Enablement.
Executive Reporting and Governance
• Produce executive and leadership-level program reporting on strategic initiative health, benefits realization, and enterprise risk.
• Own the governance cadence for strategic programs, including steering committee facilitation and decision-log maintenance.
• Ensure the picture presented to executive leadership reflects genuine program status, surfacing risk proactively rather than presenting a sanitised view.
Stakeholder and Sponsor Management
• Manage senior business sponsor and executive stakeholder relationships across the programs led — building the alignment needed to keep enterprise initiatives funded, resourced, and prioritised.
• Act as the primary point of accountability for program outcomes to business sponsors outside the IT function, translating strategic intent into an executable delivery plan and translating delivery reality back into business language for sponsors.
Learning & Administrative Activities
• Maintain current knowledge of enterprise program and portfolio management practices.
• Complete required training and compliance activities.
You have:
• Experience leading enterprise or portfolio-level strategic programs spanning multiple business functions.
• Demonstrable experience producing executive-level program and portfolio reporting.
• Experience managing senior business sponsors and executive stakeholders across cross-functional initiatives.
• May be required to work outside regular working hours.
